| چکیده | ||
| هدف: فینتک بهعنوان یک صنعت نوظهور با ماهیت نوآورانه و چابک، چالشهایی را برای حکمرانان و مراجع ذیصلاحِ قانونی برای اجرای حکمرانی فینتک به وجود آورده است. بنابراین، تعیین جامع و دقیق ابعاد فینتک یک نیاز اساسی برای حکمرانیِ کارآمد و مؤثر فینتک است. به دلیل وجود خلأ پژوهشی پیرامون ابعاد جامع و چند سطحی برای فینتک، پژوهش حاضر با هدف بررسی مطالعات موجود در مورد ابعاد فینتک و معرفی یک چارچوب جامع از ابعاد و مؤلفههای فینتک به انجام رسید. روش: در این پژوهش از روش آمیخته متشکل از روشهای کمّی و کیفی استفاده شد. در بخش کیفی، پژوهشهای موجود در پایگاههای اطلاعاتی معتبر مانند اسکوپوس، ساینسدایرکت، ریسرچگیت و برخی دیگر، با بررسی نظاممند ادبیات و تحلیل محتوا بر اساس کلیدواژههای فینتک، فناوری مالی، حکمرانی فینتک، ابعاد فینتک و مؤلفههای فینتک انتخاب شدند تا کار جمعآوری اطلاعات در مورد ابعاد فینتک به همراه مسائل حیاتی که میتوانند ابعاد جدیدی را شکل دهند، انجام گیرد. بنابراین، ابعاد اولیۀ فینتک و مؤلفههای متناظر آن استخراج و طبقهبندی شد. سپس چارچوبی برای ابعاد و مؤلفههای فینتک ارائه شد. سعی بر آن بوده که ابعاد و مؤلفهها با بیشترین افراز طبقهبندی شوند و همپوشانی احتمالی به حداقل رسیده یا کاملاً اجتناب شود. در بخش کمّی، چارچوب، ابعاد و مؤلفهها، به ترتیب با استفاده از دلفی فازی و تحلیل عاملی تأییدی اعتبارسنجی شدند. در این راستا، برای فازی دلفی، نظرات 15 نفر از کارشناسان از طریق پرسشنامۀ استاندارد جمعآوری و از اکسل برای محاسبات استاندارد بعدی استفاده شد. همچنین برای تحلیل عاملی تأییدی، نظرات 220 خبره با استفاده از پرسشنامۀ استاندارد جمعآوری و محاسبات بعدی در SPSS انجام شد. خبرگان با نمونهگیری تصادفی از بین جامعۀ خبرگان رشتههای مدیریت صنعتی، مدیریت فناوری اطلاعات، مدیریت راهبردی، مدیریت مالی، حسابداری، مدیریت دولتی، مهندسی کامپیوتر، مهندسی برق، مهندسی صنایع دارای مدرک کارشناسی ارشد یا بالاتر و حداقل 5 سال سابقۀ کار در منصب مدیریت یا معاونت مربوط به صنعت فینتک انتخاب شدند. یافتهها: بر اساس پیشینۀ پژوهش، سه بُعد پیشنهادی شامل کسبوکاری، فنی، تنظیم و نظارت است که هر کدام دارای مؤلفههای متناظر خود هستند. بُعد کسبوکاری به شرکتها و مدلهای کسبوکاری، بُعد فنی شامل فناوری، تجهیزات/ابزار، محصولات/خدمات، و بُعد تنظیم و نظارت به بحث قواعد اسلامی، تنظیمگری، و نظارت اشاره دارد. در نهایت، هر سه بُعد و هشت مؤلفه را خبرگان اعتبارسنجی و چارچوب پیشنهادی را تأیید کردند. نتیجهگیری: تعیین ابعاد و مؤلفههای فینتک با هدف دستیابی به حکمرانیِ مناسب فینتک امری ضروری است. چارچوب اعتبارسنجیشده متشکل از سه بُعد و هشت مؤلفه برای فینتک در این زمینه کمککننده است. این موضوع را میتوان از جنبههای مختلف بحث کرد. اول، ادبیات مربوط به ابعاد و مؤلفههای فینتک متنوع بود، اما به قدر کفایت غنی و دارای طبقهبندی جامع نیست. این به این دلیل است که هر پژوهش، این موضوع را از زاویۀ نگاهِ خود بررسی میکند و طبقهبندیهای تکراری برای ابعاد فینتک ارائه شدهاست. دوم، در طول سالهای اولیۀ ظهور فینتک، مسائل فنی آن به دلیل نوآوریهای مبتنی بر فناوری مانند پیشرفت در ذخیرهسازی دادهها و زیرساختها، بیشتر مطرح بودند، و از این رو، آنها حجم زیادی از اطلاعات را در مورد ابعاد و مؤلفههای فینتک تشکیل میدهند. با معرفی چارچوبهای حکمرانی مدرن مانند حکمرانی تنظیمگری، روند معرفی ابعاد فینتک به سمت مسائل تنظیمگری حرکت کرد و این امر توجه گستردهای را به تنظیمگری فینتک به عنوان یک الزامِ ضروری، جلب کرد. بحث پیرامون تنظیمگری فینتک در حال حاضر تعداد زیادی از پژوهشها را تشکیل میدهد و این امر ما را مجاب به اختصاص یک بُعد مجزا علاوه بر سایر ابعاد رایج مانند کسبوکاری و فنی، با عنوان تنظیم به ابعاد فینتک کرد. سوم، نوآورانهبودن و جدیدبودن چارچوب پیشنهادی تایید شده است. خبرگان تأیید کردند که طبقهبندی ابعاد و انتساب آنها به مؤلفههای مناسب مربوطه، پژوهشهای قبلی را با یکدیگر تلفیق کرده و طبقهبندی جدیدی را برای ابعاد فینتک ارائه کرده است. چهارم، درنظر گرفتن قواعد اسلامی به طور جداگانه حاکی از اهمیت رویکرد اسلامی به تنظیم و نظارت حکمران بود و چارچوب را برای کشورهای اسلامی نیز بومی کردهاست. پنجم، این چارچوب به حکمرانان و مراجع ذیصلاح قانونی کمک میکند تا فینتک را با رویکردی کلنگر و جامع، درک و بررسی کنند و همچنین فینتک را برای خودِ صنعت شفاف میکند. با تعهد به این چارچوب از سوی مراجع ذیصلاح قانونی و صنعت فینتک، آنها حقوق و مسئولیت متقابل خود را نسبت به یکدیگر کاملاً شفاف خواهند داشت. این ابعاد و مؤلفهها در سطح بینالمللی با صنعت فینتک سازگار است و در عین حال، گنجاندن قوانین و مقررات اسلامی، الزامات کشورهای اسلامی از جمله ایران را برای تنظیم و نظارت بر فینتک در نظر میگیرد. | ||

| Objective: FinTech, as an emerging industry characterized by innovation and agility, presents significant challenges for policymakers and regulatory authorities in implementing effective governance. Therefore, a comprehensive and precise determination of FinTech dimensions is essential for efficient regulation. Given the existing research gap concerning multi-level and comprehensive dimensions of FinTech, this study aims to review existing literature on FinTech dimensions and propose an integrated framework encompassing its dimensions and components. Methodology: A mixed-methods approach combining qualitative and quantitative methods was adopted. In the qualitative phase, a systematic literature review and content analysis were conducted on studies retrieved from reputable databases such as Google Scholar, ScienceDirect, ResearchGate, and others, using keywords such as Fintech, Financial Technology, Fintech Governance, Fintech Dimensions, and Fintech Components. The primary dimensions and their corresponding components were identified, extracted, and classified to maximize categorization and minimize overlaps. In the quantitative phase, the proposed framework, dimensions, and components were validated using the fuzzy Delphi method and Confirmatory Factor Analysis (CFA). For the fuzzy Delphi method, the opinions of 15 experts were collected using a standard questionnaire, and subsequent calculations were performed in Excel. For Confirmatory Factor Analysis, opinions of 220 experts were gathered, and further analyses were conducted in SPSS. The experts were selected through random sampling from professionals in fields such as Industrial Management, IT Management, Strategic Management, Financial Management, Accounting, Public Administration, Computer Engineering, Electrical Engineering, and Industrial Engineering. All participants held at least a master’s degree and had a minimum of five years of managerial or executive experience in the Fintech industry. Findings: Based on a literature review and expert validation, three main dimensions with eight corresponding components were identified: Business (including companies and business models), Technical (including technology, tools/equipment, and products/services), and Regulation and Supervision (including Islamic rules, regulations, and supervision). The proposed framework, comprising these three dimensions and eight components, was approved by the experts. Conclusion: Identifying Fintech dimensions and sub-components is essential for achieving effective Fintech governance. The validated framework provides a comprehensive structure that addresses several key aspects. First, previous Fintech studies lacked sufficient and integrated classification, as most examined the topic from a single perspective, resulting in repetitive and fragmented categorizations. Second, in the early stages of Fintech development, technical issues dominated due to tech-driven innovations such as advancements in data storage and infrastructure. However, with the introduction of modern governance approaches, such as regulatory governance, attention has shifted toward regulatory issues, making regulation an essential dimension alongside business and technical dimensions. Third, the innovative nature of the proposed framework integrates previous research and introduces a novel classification of Fintech dimensions. Fourth, the separate inclusion of Islamic rules highlights the importance of an Islamic approach to regulation and supervision, making the framework locally adaptable for Islamic countries. Finally, the framework helps policymakers and regulatory authorities adopt a holistic and comprehensive perspective on Fintech while providing clarity to the industry itself. By adhering to this framework, legal authorities and the Fintech industry can clearly define their mutual rights and responsibilities. While the framework is globally compatible with the Fintech industry, the inclusion of Islamic regulations also addresses the specific requirements of Islamic countries, including Iran. | ||
