| چکیده | ||
| هدف: در دهۀ گذشته، همزمان با توسعه و گسترش فناوری اطلاعات و ارتباطات، اقتصاد دیجیتال بهعنوان سازوکار و ابزاری کارآمد برای کنترل و کاهش حجم معاملات در فضای غیررسمی در کانون توجه سیاستگذاران حوزۀ فناوری اطلاعات و ارتباطات قرار گرفته است. هدف پژوهش حاضر بررسی تأثیر آستانهای اقتصاد دیجیتال بر اقتصاد سایه در ایران است. روششناسی: پژوهش حاضر از نظر هدف کاربردی و از حیث روش جمعآوری دادهها کتابخانهای است. قلمرو مکانی پژوهش حاضر کشور ایران و قلمرو زمانی سالهای 1369 تا 1400 است. برای استخراج شاخص ترکیبی اقتصاد دیجیتال از روش تحلیل مؤلفههای اصلی و متغیرهای اشتراک تلفن همراه، اشتراک تلفن ثابت، و میزان استفاده از اینترنت استفاده شد. برای تجزیهوتحلیل روابط بین متغیرها از رویکرد رگرسیون آستانهای بهره گرفته شد. یافته ها: یافتهها نشان دادند اندازه آستانه اقتصاد دیجیتال 7/6 درصد است. قبل از رسیدن به سطح آستانه، اقتصاد دیجیتال به افزایش اندازۀ اقتصاد سایه منجر میشود، اما پس از عبور از سطح آستانه، اقتصاد دیجیتال حجم اقتصاد سایه را کاهش میدهد. رفتار غیرخطی اقتصاد دیجیتال نشان میدهد در رژیم پایین اقتصاد دیجیتال، اقتصاد دیجیتال به علت بهرهگیری از پیشرفتهای حوزۀ فناوری، کاهش هزینۀ مبادلات خدمات را در پی دارد که به افزایش ظرفیت تولید و حجم مبادلات بخش اقتصاد سایه منجر میشود. اما در رژیم بالا اقتصاد دیجیتال، توسعۀ شتابان اقتصاد دیجیتال با ارائۀ فناوریهای جدید، بهبود شیوۀ تولید کالا و خدمات، به افزایش توانایی بهکارگیری فناوری و بهبود دسترسی افراد به اطلاعات منجر میشود. از آنجا که توانایی بنگاههای فعال در بخش رسمی برای بهکارگیری فناوری در فرایند تولید بیشتر از بنگاههای فعال در بخش غیررسمی اقتصاد است، بنابراین، اقتصاد دیجیتال با افزایش بهرهوری تولید در بخش رسمی و بهبود نظارت دولت بر مبادلات بخش غیررسمی، اندازۀ اقتصاد سایه را کاهش میدهد. نتیجه گیری: با توجه به نتایج پژوهش، اقتصاد دیجیتال بر بخش زیرزمینی ایران تاثیر منفی دارد. بنابراین، پیشنهاد میشود دولت با توسعۀ فناوری اطلاعات و ارتباطات، ارتقای بهرهوری در ارائۀ خدمات عمومی، کاهش هزینۀ دسترسی بنگاههای اقتصادی به فناوریهای دیجیتال، ضمن نظارت بر تراکنشهای مالی و جلوگیری از فرار مالیاتی، کارایی تولید در بخش رسمی اقتصاد را افزایش و اندازۀ اقتصاد سایه را کاهش دهد. | ||

| Purpose: Over the past decade, alongside the development and expansion of information and communication technology (ICT), the digital economy has attracted the attention of policymakers as an efficient mechanism to control and reduce the volume of transactions in the informal sector. This research aims to investigate the threshold effect of the digital economy on the shadow economy in Iran. Methodology: This study is applied in terms of its purpose and utilizes a documentary (library-based) data collection method. The geographical scope of the study is Iran, covering the period from 1990 to 2021. To construct the composite index of the digital economy, principal component analysis (PCA) was employed using variables such as mobile cellular subscriptions, fixed telephone subscriptions, and internet usage. A threshold regression approach was applied to analyze the relationships among the variables. Findings: The results indicate that the digital economy threshold is 6.7%. Before reaching this threshold, the expansion of the digital economy leads to an increase in the size of the shadow economy; however, once the threshold is surpassed, it results in a decrease. This non-linear behavior can be explained as follows: in the low regime, the digital economy reduces service exchange costs through technological advancements, which initially boosts production capacity and transaction volumes in the informal sector. Conversely, in the high regime, the rapid development of the digital economy provides advanced technologies and improves methods of goods and services production, thereby enhancing technological adoption and public access to information. Since formal sector firms possess a greater capacity to utilize these technologies than informal enterprises, the digital economy ultimately reduces the size of the shadow economy by increasing productivity in the formal sector and strengthening government oversight of informal transactions. Conclusion: The findings demonstrate that the digital economy exerts a non-linear (ultimately negative) impact on Iran's shadow economy. Therefore, it is recommended that the government promote ICT development, improve public service productivity, and lower the costs for economic enterprises to access digital technologies. Concurrently, by monitoring financial transactions and preventing tax evasion, the government can enhance production efficiency in the formal sector and effectively reduce the size of the shadow economy. | ||
