| چکیده | ||
| دادهها به عنوان گزارش رخدادها در سطح فردی و سازمانی به مرور زمان از اهمیت بیشتری برخوردار شدهاند. دادهها نه تنها دیگر به عنوان موجودیتهایی فاقد ارزش در نظر گرفته نمیشوند، بلکه به عنوان بستری برای تصمیمگیری، مدیریت، ارزیابی و ارزشآفرینی قلمداد میشوند. به همین دلیل، مدیریت داده نیز از ارزش بیشتری برخوردار شده است. بررسی سیر تحول مدیریت داده نشان میدهد که ظهور فناوریهای مختلف نه تنها از ارزش دادهها در طول زمان کم نکرده، بلکه با ایجاد تحول بنیادین موجب ارتقای جایگاه آن نیز شدهاند. تاکنون چهار انقلاب برخاسته از فناوری چاپ، فناوری رایانه، فناوری اینترنت، فناوری شبکههای اجتماعی به شکلگیری چهار انقلاب در عرصه مدیریت داده منجر شده و جهان در آستانه انقلاب پنجم یعنی کاربست عاملهای هوشمند در مدیریت داده قرار گرفته است. ویژگیهای بارز انقلاب پنجم نیاز به سیاستگذاری کلان و بسترسازی برای همکاریهای میانرشتهای برای مدیریت داده را بیش از پیش آشکار کرده است. در نوشتار حاضر، ویژگیهای هر کدام از تحولات در عرصه مدیریت داده تبیین و در نهایت شکلگیری سازمان ملی داده پیشنهاد شده است. | ||

| Data as footprints of activities by individuals and organizations have become more important over time. Not only are data no longer seen as worthless entities, but they are also seen as a platform for decision-making, management, evaluation, and value creation. For this reason, data management has also become more valuable. An examination of the evolution of data management shows that the advent of various technologies not only has not decreased the value of data over time but has also improved its position by creating a fundamental transformation. So far, four revolutions arising from printing technology, computer technology, Internet technology, social network technology have led to the emergence of four revolutions in the field of data management and the world is on the verge of the fifth revolution, the use of “intelligent agents” in data management. The salient features of the Fifth Revolution have highlighted the need for macro-policy-making and paving the way for interdisciplinary collaboration for data management. In this paper, the characteristics of each of the developments in the field of data management are explained and finally the establishment of a National Data Organization (NDO) is proposed. | ||
